Special Advisor, Georgia Access

Kiernan’s consulting career has spanned 30 years, with the last 25+ focused on assisting healthcare organizations, primarily health insurance issuers and state-based exchanges.  Kiernan has worked with four different state-based exchanges, including helping to prepare for HealthSource Rhode Island’s launch and transition to a fully-integrated health & human services platform, assisting creating and launching Pennie in Pennsylvania, working with beWell in New Mexico through a stabilization period after a troubled launch, and more recently Georgia Access, where Kiernan has worked for the last nearly three years.  Kiernan’s strong interest and focus is on launching new offerings or major organizational transformation, and at Georgia Access he has had a chance to play an important role not only in the launch of the exchange, but in the development of the new Individual Coverage Health Reimbursement Account (ICHRA) offering planned to assist Georgia employers with new coverage models for their employee healthcare, beginning in mid-2026.  Kiernan is an alumnus of Dartmouth College and the Darden Graduate School of Business at the University of Virginia. Kiernan has never run a marathon nor climbed Mt. Everest but is known across many organizations for his bad jokes.
